Ripplefold draperies typically have less fullness in them than drapery panels that have traditional pleats. It is always a good idea to have more fullness in longer drapery panels, because the fullness at the top (pleats) has longer to travel to the bottom, and more fullness helps keep the bottom drapery panel fuller. Often I use longer and fuller pleats with longer drapery panels to help the fullness at the top translate to the bottom of the drapery panel. Having a chain weighted hem helps as well; sometimes double chain weight is needed. Some fabrics, such as those with metallic threads in them, are less "trainable" and tend to flare more. Polyester fabrics do this as well. In those case, the previously mentioned chain weight can help, but sometimes a memory stitch at the hem is needed also. It sounds as though these were custom ordered draperies, and if so, a conversation with your custom drapery provider may help determine and correct the problem. If the client is agreeable, I often like to have the drapery panels "break" on the floor just a bit (1/2" to 1") because I can dress out the panels and folds nicely also.
