Help with my pool.... Shady workmanship???

I need help with my pool. It was already in ground but not completed when we bought the house. It is up to the funnier. We switched the pipes to make it salt water and needed to add a wall to aware it off. The pool guys we hired I think are not good. They show up roughly 6 hours a week. Is there anyone out there who can look at the pictures of the walled section they did and tell me if it is shorty workmanship like I suspect?

The spell check killed me on this post. The pull was an unusual shape. It was completed to the gunnite. We needed to add a wall to square off the pool. My concern is where they added a wall it did not seem very sturdy. They put in some rebar but it was smaller in diameter to the other rebar used to make the pool 30 years ago. It was about 6-10 hours in the making and 3,800 dollars to put in but it looks like it is already cracking. The framing was just some particle board with holes in it broken into peices and shoved into place. You can see it in one of the photos.

From the picture it looks like the rebar wasn't epoxied into the existing Shotcrete, improper form work , improper curing if no water was saturating it, no OSHA approved safety caps on rebar. Was the pool shotcreted or poured? If it was Shotcrete and you already have cracks you need to mitigate those. Shotcrete will not leave a cold joint. A poured wall will. A cold joint would show up between the old pool wall and new wall.

Here is what the shell looked like before we started any work.

The cut out section is the part we were trying to close up.

So the old shell is gunnite and the new small walk was poured concrete. It did not look like they epoxied the rebar to me. And they definately did not water the concrete after putting it in.

The situation may be worse than I thought.... I do not think he has pulled any permits for the work like he said he had. I went on line to the permit office for Los Angeles and my house had no recent permits pulled.... He started work feb 19th and said he was pulling permits. He did not show up for a few days at one point saying it was because he was pulling permits. Does it take a while to show up on the permit website? Also he does not show up very often. Last week he came for one hour and so far nothing this week. I would like to move on from him but I have a contract. Does anyone know what is the protocol for this? The last work done was two weeks ago one day framing for the bull nose of the concrete which has been left there and is warping and needs to be re-done. The week before was about ten hours only and that is being generous.

Wow, looks like a mess? I would call the building department and find out if your permit has been pulled? You can also check on the status of contractors license? If all fails you can contact code enforcement and they can guide you on what to do?

I don't know the whole story or have all the pictures but from what I have seen you may not want him to complete and bury more problems?

Thank you for the advice . I had checked into his contractors liscence before the job was started and it was good. I will call the permit office in the morning and ask them if permits have been pulled and if not I will proceed from there. It is turning into a nightmare.
