Deck help suggestions

We have finished the inside renovation of a 1930 home and now moving to outside. We want to build a deck on to back of this house. We will for cost purposes be keeping the existing ugly concrete stairs. Has anyone ever done this and what is the best way to handle the steps. The platform of the deck will start on the small stoop outside the door extend out over the yard and to the left to connect to a small room extension on back of house. We will use the first step down as our starting point for the stairs.

Also need to get some ideas for some type of to code railing that will work with the concrete steps. Way back in the day they obviously used no level as everything is crooked and there wasn't any such thing as a code since that pipe railing hits you about the knee cap.

Thank you for any suggestions or input. Husband is very good DIYer but we are somewhat stumped on how to proceed with a deck but mostly how to incorporate the concrete stairs.
