I'm in 6b New England and pulled 3 lavender from the ground last week, out of maybe 9. survivors are showing obvious growth this week finally. No rhyme or reason for fails. But surprisingly no issues from Provence type. In October I plugged cuttings into pots that were lighted and heated over the winter to make up for the loss, 100% rooted and more than I can give away. Going to try Phenomenal this year, why the heck not. It's supposed to be mighty hardy. I'd wait another week for signs of new growth before pulling.

Wait and see if the plants start growing further down the stems before doing anything. I thought I lost a couple this winter but when I looked deeper into the plants I saw little new sprouts.
