Vancouver has higher, yet still resonable, contractor costs than most of N. America (New York and Toronto still have higher costs). Your budget is very low for what you need.

New appliances = $500 - $1000 each (you will need 3 or 5...do you have laundry in the unit?). The door is easy. Flooring = $4-$5/sf (must have acoustic underlay) PLUS cost of installation ($2-$5/sf for labour).

Lighting can be a few hundred for the product + electrician ($80/hour is the going rate). Cabinets = your ENTIRE BUDGET (product + labour). Paint = few hundred + you do it your self to save costs.

I would TRIPLE the budget ($30K - $45) to get everything done. And you still don't know if what you "see" is all that is what you "need to repair". Damage to walls can be very expensive if there is mould or water issues (broken plumbing is expensive).

To get a general contractor in + trades = 4-6 weeks to get work to start. That is AFTER you get possession of the property. Your budget is too little for Vancouver. It will cover the cost of a new kitchen. Nothing else. Even a "low end" Ikea kitchen with low end appliances = $8K (product + appliances + labour).
