Are you watering it already? Possibly it is getting too much. Fennel has a long and tenacious taproot so it can survive a dry Mediterranean summer.

'I had it watered ...' Do you mean someone else is watering it? Perhaps you could take charge of it yourself so you can judge how much and how often it is being watered. Obviously I don't know your climate but I am surprised it needs watering at all. I've seen it growing on parched Greek Islands among baking rocks. It's very drought tolerant once established. You'll know how long the taproot is if you've ever tried to pull up seedlings.

(Obviously this does not apply to bulb fennel, the vegetable, rather than the herb.)
