massive garden project help please

Can someone please help me with the patio laying? the guy who does mine insist on laying Black plastic sheet on top of sub-base compact layer, then spread sand and just lay the Slabs. He says pointing will keep it in place. Is it right? every website I have seen shows laying the slab on concrete/cement mix, and no plastic involved.. I would really appreciate any help on this please..
