Fungus on Dahlia (Zone 9a, Houston)

Im wondering if anyone knows what is growing on my dahlia? I was over watering the garden and have since cut back, so I am thinking it is some kind of fungus. The Dahlia's leaves are also starting to turn yellow. Do I need to treat it with something or remove it from the garden to keep it from spreading to other plants? Or is it no big deal?
