my bun footed couches have slipcovers that velcro along under the bottom, next to the bun feet. no skirt.

Typically the "skirt" is just the bottom of the slipcover. Since slipcovers tend to shrink after you wash them, I would be careful getting one that hangs above the floor because if you wash it then it will be shorter after and you might not like the look. Good luck! :)

i make sure mine arent bone dry coming out of the dryer. so far ive washed them 2x a year for..err....19 years.

We are an on-line custom slipcover manufacturer and this is what we recommend to our customers: The only time you should use a short slipcover, to expose the legs on your furniture, is if the legs are over 4 - 5 inches high. I don't think you should limit yourself to the possibilities of what is common nowadays - it should be what you want ;)

Slipcovers traditionally do come with a "long" skirt but more recently, you can see more custom made covers being made with a shorter skirt to expose those legs. We've made one for an IKEA sofa a while back here:

Generally you can also opt for long skirt slipcovers and even get a super-upholstered look, the trick would be to tuck the excess fabrics under and staple it or use velcro to make it look super snug and form fitting. Most of the time - people don't even realise that you used slipcovers :)
