I soak my pea seeds for 6-8 hours until they are plum, drain the dish and cover with a damp towel, and they start sprouting within a couple of days. When I can see the start of a root, I plant them out, scattering them in a band about 4 -6 inches wide and covering with soil. The only ones I lose are to the critters (beak marks in the soil), so presprouting prevents rot in the cold damp early spring soil. Mine are snap peas rather than snow peas which have a reputation for rotting more readily than regular peas.
