My best re-bloomer is Easy Does It. The blooms last a long time and hold up well to both rain and hot sun. It get's pretty tall for a floribunda, at least 4'. It's a vigorous grower and forms a nicely shaped bush. I'm in southern NH - I do not winter protect my roses except to bury the graft 3-4" under grade, and Easy Does It lost only a couple inches of cane this winter.

Take a look at the HT, Stevens Big Purple. Winter hardy in Chicago (a friend has one), deep green foliage, grape juice purple and has a great scent. I just got one this spring for my work place garden and I like it a LOT. I will be getting this for my own garden next spring.

I will second Julia Child. She's healthy, hardy and a good bloomer all summer long.

Julia Child is lovely. So is Easter Basket and Pretty Lady. All three are floribundas that put out plenty of blooms, are vigorous and healthy, and grow to about four feet.

Easy Does It is nice too. There are quite a few hardy floribundas in this color class.
