It isn't a safety issue, just a quality issue as the texture and flavor will be affected. So it is your choice if the lesser quality is worth the time and energy investment to can it. Personally I subscribe to the belief that poor quality going into the jars results in poor quality coming out.

When we end up with freezer burn meat we tend to crock-pot it with lots of other vegetables and spicy seasonings as that way it altered texture and flavor aren't noticeable.
