Little Miss Kim lilacs

Hello, you all were so helpful w/ my hydrangea questions that I need to pick your brains to see what could possibly be wrong with my "Little Miss Kim" lilacs which again this year are not blooming, nary a bud to be found. This has been a recurring problem for me since I planted them about 10 years ago. When I prune them back, I am very regular about making sure it is JUST after bloom time, but it doesn't seem to matter. They will bloom wonderfully one year, very sporadic another year, and then like this year - nothing! Makes me sad since lilacs are my FAVORITE spring-flowering shrub. Is there something I am missing in regards to these beautiful plants? Are they not supposed to be trimmed? It also lends a problem for trimming when they don't bloom at all - how do I know when I should trim them if I don't observe bloom time? Quite the catch 22. And another thing with them, too ... they are supposed to be dwarf (or so I thought), but if I don't cut them back, they are just too huge. Any help would be kindly appreciated.
