Drooping Rosemary

My Rosemary started drooping today, which normally doesn't bother me- but even after watering it didn't perk up. I keep it in a pot (a big one, and I double checked to see if it was had a extensive root system that meant it outgrew it already, but it seems like it has plenty of room), and it has a big drainage hole and I put a good bit of pebbles at the bottom to make sure drainage is easy for it.

Part of it's roots WERE showing above the soil, but I think that was just a result of soil washing away- I covered it up and re-watered it, hoping that maybe it was just the sun blasting the roots. It's about 90 here today, and humid.

I've moved it over to the shade and am fretting over it. It's been about 30-40 minutes and it still isn't perking back up.

I worried about root rot, but I have been careful with watering it to the extent that some days it's drooped (I have long workdays so if I check it in the morning and it's fine, then come back home after a sunny day- well, yeah). I planted it about 2-3 weeks ago now, and it has grown extensively during that time (about doubled in height). Could it be it's root system hasn't caught up? Should I trim it?

I have found one leaf that had a black/dried tip- but that was on the bottom, in the shade, and no other leaves have shown signs of browning, and feel healthy and solid.

Any advice/help would be wonderful, thank you. I just want to catch anything before it worsens.
