what is it really meant when they say a true cultivator does this mean that it produces lots of branches for cutting and what are some of the best specimens to add to my small but getting bigger collection. What I'm looking for are some good branching specimens that grow fairly quick

Hi stu! I think maybe what you've seen is "true cultivar", here's the definition:

A plant variety that has been produced in cultivation by selective breeding.

And then you've probably seen "named cultivars" and some are named and registered with the Plumeria Society.
