Before you make any changes, make sure you are comfortable with the 33" counter height, and consider how that might effect your resale value. A lower height might not be as comfortable for food prep and other uses.

A solution I've seen here (somewhere) is to add a narrow shelf at the sill height for the windows. Then install normal-height cabinets flush with the shelf, not right up against the walls. The backs of the cabinets facing the windows have to be finished nicely, typically in plain white paint, so the cabinet backs look fine when see from outside. The shelf keeps things from falling behind the cabinets to the inaccessible nether region.
