Pepper and tomato help

We've had some decent winds today and as a result something fell over onto my garden taking the top of a pepper plant off. If I leave the pepper bottom in the ground what are the chances it will be okay? The bottom two leaves are still attached. Can I make the top part of the plant root or is it now food for the compost bin?

I also noticed that my cherry tomatoes (sweet millions) are missing their flowers and most of their branches, some of which are just laying in the garden. I'm thinking birds are helping themselves, what's my best way to deal with this? All of my other tomato plants are doing just fine
