Any "fix" will not give the rafter its strength back it needs for live loads unless you do the typical "sister" which just adds weight to your walls, do it right the first time ,and dont hire a "contractor" hire an actual carpenter, this way you deal straight with any problems and dont have to worry about the contractor hiding things from you to save him time and money, and if its partially burned measure it if the burned area exceeds upwards more the 1/4 of the total width of the rafter just replace ,if its lets say 2 inches up on a 2x12 rafter get metal clips used for trusses and clean area and put on both sides,this is what a carpenter would know and not a contractor

A contractor is anyone who does work on contract. Plumber, painter, excavator or carpenter. With one exception, the general contractor, who does not do the work himself but coordinates other contractors to get a job done. I am sure you know this Jr carp, I'm just clarifying for the OP. Who may or may not still be around.

I don't disagree with your main point though, which is to get a good carpenter. :-]
