Can this be French tarragon?

Two more pictures with plants in 6.5" pot.

Looks exactly like tarragon.

If it's tarragon, you can crush a leaf and smell the anise/licorice scent.

When I compared it with the French tarragon photos, this plant is much smaller and stems softer. It is not upright, but more like the thyme, very soft stem and soft leaves.

When I crush a leaf, the scent is very strong. But I can't tell if this is anise scent...

I have 3 clumps at the edge of my lawn. No idea how they got there in the first place. If they are real herbs, then probably the previous owner planted them....

We have lived here for more than 10 years. This is a wild area and we let tall grass grow. So either bird dropped the seeds, or the plant has been there for many years.

When I researched tarragon on Wiki, it says "It (tarragon) is widespread in the wild across much of Eurasia and North America."

French tarragon does not set seeds. Russian tarragon can grow up to 1 meter tall. So it is none of them. Probably it is some kind of wild tarragon?
