Watering Container Soils

I seem to have an unusual issue with my containers as I can't seem to find a thread about it.

I have several containers I'm growing galangal and peppers in and I can't seem to actually wet the potting mix. They're in bagged stuff that based on the label is virtually all some sort of wood fines (dust to 1/2") with a nominal amount perlite and peat moss. Maybe it is too fine? I water, water drains out to drain hole, I dig around--dry as a bone below 1 inch! The very bottom 2 inches of the container also seem to be wet, but that's it. Any advice on how to get the mix actually wet?

The pots are clay and its a bajillion degrees with low humidity so water retention is less of issue here.
