They may live, but they certainly took a hit over winter. I'd suspect that an October planting was just insufficient time for enough root establishment before your abnormally cold winter to carry them over well.

The trees, as evidenced by the photo, are seriously stressed - poor color, lots of dead wood, serious lack of leaves. If they are guaranteed, I would look at replacements. However, since now is not a good time to plant, you are looking at the possibility of repeating last year's problems with a fall planting, lack of root establishment and another severe winter.

btw, the formation of the white spots on the trunk looks like the beginning of lichen, a harmless growth that forms on wood and other surfaces. But its formation on trees and shrubs typically is an indicator of a plant that is in stress. The healthier the tree, with a full and vibrant leaf canopy, the less likely the lichen is to colonize it.
