Honestly this is a Vegetable Gardening forum question (see related forums link at the top of this forum page) but yes, depending on where you live, it is likely too late as potatoes prefer cooler soil and spring time temps for germination and growth. Plus many varieties are 90-110 day varieties. So your gardening zone, weather for your location, length of your growing season, and the variety you choose to grow will determine if you can plant more now or not.

If you use the search bar on that forum and type in 'growing potatoes' or 'potato tower' you'll find several additional discussions with more info. Deer don't usually bother my potatoes unless there is nothing else for them to eat so you may find you'll have to either fence them in or spray them with one of the deer repellents to be successful.
