I have transplanted a lot of Incense Cedar seedlings over the years. They don't take to less than optimum transplanting procedures. Their roots are like a juniper's, thin and long. The fact that you have kept them alive this long says that these trees of yours have been successfully transplanted. Give those roots time to grow and you'll see a lot more growth next year.

Here's a trunk of one I saw up on Tioga Pass in Yosemite Park.

I have a few that are old enough to give me volunteer seedlings.

I think they should be planted more where they can be grown.

Is your soil the correct pH for this tree? This could be cause of it not growing but remaining green.

I'd think that, in cases of improper soil pH, the foliage color would be the first clue, not growth rate. Just my $0.02.
