My guess-I'm not standing there looking directly at the tree-is Norway spruce. No, they don't typically have such a yellowish foliage color, but this is a variable species.

There does exist the possibility that it is instead a Picea orientalis. But I'm going with NS until proven otherwise.

Well...there are a ton of Norway Spruces around here, but they look nothing like this. I should have added, that the "candles" (if that's what they are called?) or the shoots that come out, are like the thickness of a marker. They are not nearly as thick is Norway Spruces,....i think. It's got the form/structure of a Hinoki Cypress, which is what I thought it was until I walked up to it, and realized it wasn't a cypress obviously.

Picea orientalis is def a possibility, from looking at google images. It seems like that species has many forms? Bush-like, typical cone shape type.

This particular tree had the "perfect" shape IMO, with a perfect leader. About as symmetrical as it gets.

The tree in the photo is a nice specimen of Picea orientalis 'Skylands'.

Where in Pennsylvania is it?

Maybe I answered my own question. Did a google street view of the place, and this picture was taken August of 2011...and it looks to only be maybe 6' tall or so. Must be a quick grower.
