I don't spray but i think spraying after the rain is the norm. And as you already know, avoid spraying in the heat of the day.

In grapes spraying, the rule is to spray before rain. Reapply if the rain is more than 2 inch, shorten the interval if rain is between 1 and 2 inches. Keep regular schedule if less than 1 inch.

To the original poster, maybe try some copper on your peppers, or better yet, copper-sulfate. I find it works well in controlling bacterial leaf spot, on peppers anyway. Once it sets in though, it is nearly impossible to fully eradicate so you just try to keep it under control till you harvest your final crop. Another product known as Serenade is about as effective on peppers in my experience.

The good news is, hopefully for you too, i have yet to see pepper bacterial leaf spot hop onto my tomato plants, and i grow them side by side. There's a few potential reasons for it, but i haven't researched all of the different pathogenic bacterial strains to figure it out.

Yeah if you want the effect of fungicide to last on, should spray after rain, since rain washes the leaves clean. I do spray immediately after rain when the leaves are dry.

Another thing is that, it is likely that rains and winds can actually bring the spores.
