I disagree that definitely looks like some sort of fungal issue. Perhaps it is common on the grower's trees and he considers that a part of the growing process hence his reply. I would recommend spray with some sort of copper fungicide.

thanks. contacted vendor again, and they are processing the return of this tree. It's a nice looking tree but was all covered with anthracnose.

I have a young Alphonso mango and it looks nothing like that. I can't imagine that he thought it was healthy.
