Since you have a mix of chrome and brushed finishes already either would work. Floating shelves would work nicely in this space as well with a towel rack mounted below the bottom shelf.

We typically match out bath hardware to the pluming finish regardless of what light we are using. You will see in many of our homes coordinating chrome faucets and towel rods.

I sort of think the towel rack is not complimentary over the toilet and if you have room on opposite wall, replace with a longer one so you can add larger towels - which just feel more luxurious. In regards to the toilet roll, I would just use a stand on the floor with a matching container for extra rolls. Everthying should be in the same finish as your taps. I would also lower the print a bit.
