Is it necessary to drain veggies?

Years ago when I started canning I used a green tomato relish recipe I found on a random website. After realizing how important it is to use canning recipes, I stopped making it, and use the Ball complete green tomato hot dog relish. Only thing is - it's kind of dry - not a lot of liquid at all. It's time again to make green tomato relish. Recipe calls for salting ground veggies overnight, rinsing, draining, and squeezing out extra liquid. This step obviously takes a lot of liquid out of the veggies. So my question is - do I need to salt and drain them? Is it a safety issue if I do not? Seems like the relish could actually benefit from that added liquid / juice that the veggies produce. Last year I added more sugar and vinegar to the relish, but it still seemed it needed more liquid. Thanks for any advice.
