Can't help with the hand quilting question. But I did try hair spray once and found it did not hold well. Might have been the cheap brand I tried.

I have spray basted, but not for hand quilting. It worked well for small projects, but didn't like it for the larger one I did.

Yes, I used a spray baste and hand quilted my grandson's quilt a few months ago. I didn't have any trouble with it. It's possible the straw needles I used may have had something to do with it.
