Why can't I find a tutorial on how to hang curtains this way?

Hi! Does anyone know how to do this and can it be done using regular panels, not sheers? Thanks!

    Do you think you have to sew them? I would think you could just hook one first then hook the second in front of that. Accomplish the same goal, no?
