I have the same canner and I don't usually see a steady stream of steam until after the lid lock has popped. It is intermittent until then because it takes a steady amount of pressure to pop the lid lock up. So I try to not rush the process.

But I suppose that could be affected by different heat settings too so as long as it gets a good 10 mins of venting you should be fine.

PS make sure your lid lock hasn't limed up or has some build-up around it so it can move freely.
