My experience with clients is to stay with an off-white. Allows you to redecorate anytime without having to worry about or work with the color of an existing shade/blind. Unless you're brave! (Many people are afraid of color - making a commitment)

Otherwise work with the more permanent colors in the room. The Tile, Flooring, Cabinets..etc.

I'd go with white. The off-white can read dark.

Be careful in selecting a straight white or off-white - look for a fabric with some textural dimension to it. Flat colors can often look like you have mounted a sheet in the window. :) I'd suggest you contact a local designer for a complimentary consultation.
