For "woody" herbs like rosemary, sage and thyme, I have changed to using "bonsai" potting mix. That seems to drain better, and I have less issues with root rot.

Chives and parsley should be fine in any decent, general purpose "potting mix."

You also need very bright light, or grow lights fairly close to the plants. "normal" indoor lighting is "shady" at best for plants, and thyme, parsley, etc grow best with "full sun" or equivalent, very very bright grow lighting.
