It has a tall lamp behind it that gives it a lot of indirect light and a huge window that also gives a lot of indirect light. You think it could be a palm? What about the white stuff growing on it, could it be mealybugs or just fungus?

I can't tell from the picture whether it is mealy bugs or fungus. I used to have 2 similar looking plants back when I stayed in the city. I would set the plant outside once or twice a week in the sun and water it at that time. Most of these type palms need low light so don't over do it with sun either. Make sure the plant is not rootbound, judging from your picture, it may need to be repotted and I would divide it at that time also. The bugs or fungus can be treated with mild soapy water or a fungicide. I left mine alone, but spraying it off with a garden hose whenever I put it outside seemed to keep the white stuff under control. Yes, it looks like a palm of some type, perhaps a Dypsis lutescens or the like.

Is there any way to save it? Most of the leaf parts have fallen off and now it just looks like a pot full of tall sticks. Should i prune them down? There are a few new groths coming up from the bottom. Should i be able to see the roots like that or maybe repot it?

Is there any green left on the plant? Repotting will help but do not disturb the roots.

Yes. There is still some green on it but the tall stems have lost all leaf (fronds?). The leaves seem to turn brown at the tips and then die from there. Is that under watering? I thought it was a bamboo and was told not to water it much. I wiped all the mold stuff off and put the light on it each day (not the spot light, that was for the pic) i included some updated pics of vern (i named all my Plants)

Definitely looks like it needs to be repotted. Also it looks like you have added some new soil. If you do not repot it, then I would add some more soil and water it well then see what happens. Just be sure it is in a warm area with plenty of lighting and do not water it again until it absolutely needs it.

So I dont need to prune any dying stems or trunks?

You can prune the dead stems if you know for sure they are dead, otherwise you will be harming a live plant which can set it back even more.
