Powdery residue on olives

I have several Little Ollie dwarf olives in pots that have developed a whitish, powdery coating on the leaves. Trying to figure out what it is. Powdery mildew? The residue can be rubbed off with a wet cloth to reveal the nice green color underneath. I'm in the Los Angeles area, zone 21.
