this is a tree ... not a shrub ... properly prune out the dead parts ... once it leafs out.. and you can tell which are dead ... and then some that might not even be dead ...

but before you start ... remove all the grass in a 2 or 3 foot section ... and lets find out where the root flare is ... and after which.. we can give you some ideas on pruning ...

you ought to be able to secure the ID when it buds out perfectly hearth shaped leaves in later spring ... but there really is no doubt based on the flowers ...

btw .... the rest doesnt look all that dead.. give it some more time... to see what leafs out ... it can take flowering trees .. many years to come to sexual maturity, before they bloom ... and improper handling of planting and stuff can affect such ... and we really dont know its history ...

This is the sort of tree that has the potential to grow back from the roots if the entire above ground part is destroyed. Notoriously temperamental but very pretty.

Tempermental? Not here where it grows everywhere, in the woods, on shale banks, in people's yards. Everywhere.

Apparently some of the popular cultivars are far less cold hardy then the wild version, and can be marginal in parts of New England. Also can be vulnerable to wind and ice storms.

Not really clear where where the OP is.

Oh, if it is redbud, the leaves would be heart shaped and it would have pink or white flowers.
