You can either polish it so it sparkles (no paint) and replace all the bulbs with new ones or replace it with a new fixture. I'd do the former if your house lighting is all of the same style as this, and the latter if you are changing absolutely every other fixture over to a contemporary style. A lighting installer may be needed if the fixture is hard to get at over the stairway. They have special stands for heavy fixtures.

Time has passed, but I will write anyway, that lamp only needs the same bulbs but with more power, yes, LEDs to save money, the lamp is very good, I have a few, it is from the Fontana Arte house and they are worth a lot of money , do not spoil them, they are treasures.

Anybody might happen to be looking for one like this chandelier., perhaps it's pretty close and mint condition.
