Please help! Sick pachypodium.

Hello,

I have a
pachypodium lamerei, it's young enough, maybe a foot tall. A while ago it
started developing a disease - it looks like a white power on the top and it
started spreading to leaves. Please see the attached photo. Please help me to
save it - besides this it looks so great! Any idea how to kill these parasites
or maybe where to ask?

Mealy bugs? Can you see oval critters that move when you touch them? My first thought is to put in the shower and gently blast them off. I don't know if any of the plant masters would agree with me. I hate using chemicals.

Either that or scale. Both will suck plant sap and weaken your plant.
