Looks to me to more of an adelgid/insect problem than a fungal issue. Can you scrape the material off easily? What does it look like, what's its consistency when you do?

where are you ... and would gals suggestion be viable, based on said area??? ..

that kind of bug explosion would not live thru winter in MI ... so it was probably there last fall .. meaning you would basically be looking at whats left of dead bugs ..

i think location really matters in this case ...

I'm right outside of Oslo, Norway. It's in zone 6a, with mixed forrest near and spruce/pine forrest further away.

Maple, Ash, Cherries, Spruce, Apple, Plum, Berch and garden type shrubs like Thuja, Cotoneaster and Rhododendrons etc. in the close vicinity as this is a suburban garden.

It's coming off as white/gray fluff... comes off the pine needles, but they seem affected. Dry and brown. Some also needles also blackish. My concern is that this is something that can spread to my deciduous trees also...

Those are firs. Doesn't make any difference. You have a serious as serious gets infestation of woolly adelgid.
