Miracle-Gro® Shake 'N Feed® Tomato, Fruits & Vegetables Continuous Release Plant Food should be readily available at most big box stores. I'm using it on my tomatoes for the first time this year and I like what I'm seeing so far. I haven't planted them out yet (they're still in gallon and quart pots at this point), but I might switch to Dynamite All Purpose Select at that point. It's a higher quality formulation with a superior NPK ratio, and I've used it with great success on a variety of containerized fruits and vegetables in the last few years. As for specific amounts to use per plant, both products have application instructions on the labels that should be a good guide for the tomatoes and peppers. I don't have much experience with herbs, though, and my guess would be that they don't need anywhere near the amount of fertilizer that fruiting plants require. Perhaps someone with more experience can provide further guidance.
