Let my try to clarify. We just bought a very unusual house that has stuccoed walls where the builder put pine needles in the stucco thus creating more texture. Is there anything I can do to get the stucco off? Can I put sheetrock on top of it? Any other suggestions?

Can you contact the builder to find out who applied the stucco? It would be helpful to know what's underneath, and if this was simply a misguided attempt at technique, or if it was done to hide major ills, like walls that don't line up properly, or damage due to shifting. If that sort of information isn't available, hire a reputable contractor and follow the advice they give you.

Since you mention sheetrock, I assume these are interior walls. Depending on how rough the texture is, I'd think you could simply even it out with a thin coat or two of joint compound.
