If you want it like a bush just leave it alone. I grow all my poms this way.

If you do nothing you could end up with a really nice bush, which is one of the common forms used to grow pomegranates. If you want a "thick dense bush, just keep pinching off all the outer tips after they have grown out about 6" all year long. If you want a tree form, I would encourage you to pinch but not cut the tips of the lower branches. This will keep the bush pumping as much energy as possible into the roots for this year, while it is still a small bush. Then in the dormant season, prune off all but the largest dominant central stem. There after, keep pruning all of the lower branches and suckers off and just prune the tree form to the shape you want.

I want it bush like, my only concern is if it sets fruit, the branches won't be strong enough to support it.

Unlike stonefruit, Poms know what they are doing, it will set fruit when it's ready. I've had some low branches that fruit and the fruit grows on ground. Ripens up fine. You might have a year or two to go before getting decent fruit set anyway.
