Not necessarily strange. A number of the very dwarf forms of both gold leafed and red leafed Japanese barberries are inclined to produce very few flowers and seeds. And a great deal of research is underway in the development of sterile cultivars because of this plant's invasive properties across parts of the country, including the introduction of several cultivars already on the market that are purported to be sterile. And while sterile is only an indication that the plants should produce few, if any, viable seeds, they should still flower but IME, it often takes some time for establishment for these guys to even produce many flowers, whether or not any seed production occurs.

FWIW, considering that Japanese barberry IS considered an invasive across parts of the country, the lack of flowers and/or seeds should be a big plus. After all, this plant's prime attraction is its colorful foliage, not its ability to flower or set seed.
