If you are worried about the base tipping you could fill the blur "planter" with something heavy, such as gravel or sand. If you are worried about the glass top tipping, that is more of a chalange. Maybe a clear epoxy--consult a glass shop for suggestions.

Heavy glass, a fairly wide base, and no small children, or if you have small children, you teach them not to climb on top of the table. I have a 7 yr. old grandson who has survived with a similar table.
