Typically, yes. You have a lot more choices with paint than tile.

Not necessarily. As a rule of thumb though, it is easier to match paint to a tile than a tile to a paint... (again if you are fortunate to live in a place with lots of choice, this may be a moot point!)
Above all decide what colours you want and then find the paint and tiles to match!

Although there are many options with tile, there are even more with paint. I'd go with tile first
