But still it does not seem to do it 100% . I'd like to give it a transparent treatment mat or gloss that will keep water 100% away. Would epoxy do that?

Yes look into a intercoat primer and a uv resisant clear epoxy thats the most important.

I stained, sealed and waxed my concrete floors in the basement. I hate the color and imperfections. Could I do a colored epoxy over or would I have to grind down or strip off the sealant?

Amanda - You should be able to sand it and cover it with a colored epoxy if you like.

Amanda - You will have to strip the wax prior to sanding and apply the epoxy. This can typically be done with a concentrated degreaser.
