Ground cover Help

I don't know what to use between the stepping stones. I'm zone 9, full sun, next to a pool.
I thought of stones, but I can't use anything too small as it might get kicked in the pool.
Ground cover might help, as long as it doesn't flower too much.
Help! I need running out of ideas.

Creeping thyme grows well in full sun, but if it is right next to your pool you might be better off setting the stones in mortar.

I think there are photos on house with this stone around a pool and I think the 2' or so around the pool they were set in mortar but then they transition to loose set with grass/growies. You don't want loose set right next to a pool.
