It looks like rust. Take a look at the post about rust on quince, right around your post.

It would only be the Pacific Coast pear rust if incense cedars (Calocedrus decurrens) were growing in the vicinity. And these are not at all common trees outside of their native range or on the east coast (that's why they call it "Pacific Coast" pear rust!!). If no incense cedars around then this would be just another manifestation of the cedar-quince/cedar-apple rust referred to in the other thread and the host plant is a juniper of some variety.

Rust" is not a definitive diagnoses but an observation that the disease is somewhat like that in the link.

It is the cedar apple rust and the treatment is to remove the host "cedars"....actually most likely to be junipers - Juniperus virginiana (eastern red cedar) but other juniper species can be involved.

i live in north Alabama and this is the first year that I’ve had it on my trees. Will Seven liquid spray treat it??

Nope. Sevin is an insecticide - cedar apple rust and all of its cousins are fungal organisms. And generally, once you see obvious signs of the disease, it is too late to treat for that year.

Do some research on it and educate yourself. It is not an easy issue to control, as you need to address both hosts to be successful. And if you live where there are native stands of the juniper, that may be impossible. Even though these links focus on cedar apple rust, it is the same source as the rust on pears and the same treatment protocols apply.
