How long have you had them? Chances are they will not be so skittish after a few days. Usually all my new fish don't even come to the surface to eat for the first few days. After that, they are fine and lose their timidness.

Sounds like they're just scared from new fish entering their territory. Does your tank have places for fish to hide? As long as there's no aggression from either fish things should return to normal soon.

My oldest neons are about 6 months in there newest batch about 3 months (its me im on my other account my phone died)
