Possible broom formation?

I have about 30 pines thunbergii in size 1 pots grown from seed. All of them have shown some good growth with 10-14 inches on most during their 2nd growing season. One has a weird dense cluster of growth about 1/2 to 1 inch. I know that most Bros form on older trees so my question to the experts is: could this be a broom?
